Rochon was born in Torrance, Los Angeles suburb of Torrance and is the daughter of Zelma, a nurse practitioner and Samuel Staples, a business proprietor and graphic artist. Cerritos high school located in Cerritos is where she received her degree from. She earned a bachelor of arts in broadcast journalism in 1986 at California State University Dominguez (CSUDH). The subjects she studied were sociology and drama. Rochon's first visit to CSUDH took place in 2016, when she spoke at commencement for CSUDH's College of Arts and Humanities.

Ullerup appeared as Julia Brynn for the first time in Battlestar Galactica: The Remake in 2006 on the Sci Fi Channel. The first two seasons of Sanctuary, she was Ashley Magnus until the character was deleted. It was her exit that sparked heated discussions among supporters. There was a desire to have her back on the show in a subsequent episodes. However, the show was terminated in 2012. In the year 2016, Ullerup was cast as Bree O'Brien in Chesapeake Shores. Ullerup appeared as Maggie Thomas, the estranged wife to Michael Thomas, in the disaster movie Asteroid: Final Impact (2015). Ullerup's recurring role in Hallmark's Signed, Sealed, Delivered series is Dale Travers since 2016.
